Elenita P. Ugay, Regional Director ng Civil Service Commission (CSC) Region IV, sa panayam hinggil sa paratang na may quota ang mga pumapasa sa pagsusulit ng ahensya sa bawat probinsya.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kaugnay nito, may mga bagong inisyatibo ang pamahalaang nasyunal sa pamamagitan ng Civil Service Commission upang matulungan ang mga matagal nang nagseserbisyo sa gobyerno bilang job order o contract of service workers na hindi pa nakakakuha ng permanenteng posisyon dahil hindi pa nakakapasa sa civil service eligibility examinations.<br>Ayon kay Director Ugay, kabilang sa mga kinakailangan ang patunay na nakapagsilbi ang aplikante ng sampung taon sa gobyerno at nakakuha ng hindi bababa sa 70% na marka sa pagsusulit ng CSC. Dapat isumite ang mga ito nang kumpleto sa lokal na tanggapan ng ahensya. Dadaan pa ang aplikasyon sa masusing proseso at pagsusuri bago mabigyan ng karagdagang 10% na puntos upang makakuha ng special eligibility certification, at hindi ito awtomatikong naaaprubahan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sa kasalukuyan, nagsasagawa rin ng mga pag-amyenda ang Civil Service Commission sa mga polisiya at tuntunin. Isa na rito ang pagsusog sa ilang bahagi ng Omnibus Rules on Appointments and Other Human Resource Actions (ORA-OHRA) upang makasabay sa mga pagbabago sa teknolohiya tulad ng digitalization, artificial intelligence, at PIN signatures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ang ORA-OHRA ay isang komprehensibong hanay ng mga patakaran na gumagabay sa paghirang, promosyon, muling pagtatalaga, at iba pang aksyon sa mga empleyado, upang matiyak na ang lahat ay nakabatay sa merito at kaangkupan.<br>Ipinaabot din niya ang panawagan: &ldquo;Nananawagan kami sa lahat ng civil servants na maging mabuting tao para sa ikabubuti ng ating pamahalaan. Para naman sa ating mga kababayan, humihingi rin kami ng pakikiisa at resiliency. Tulungan ninyo kami na maging mabuting tao upang makapagbigay kami ng mabuting serbisyo.&rdquo;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ang mga pagbabagong ito sa Human Resource Management ay ibinahagi sa 831 kalahok sa ika-31 Regional Conference ng Human Resource Management Practitioners mula sa iba&rsquo;t ibang lokal na pamahalaan sa CALABARZON at MIMAROPA.
